**Tilt Legal** partnered with **Balance Legal Capital** to build an intelligent bill review workflow within Mobius, TILT's legal AI platform. The system replaced complex, manual spreadsheet processes with a structured, scalable approach to verifying funded legal costs, designed to support both rule-based and AI-assisted review.
## The challenge
Balance Legal Capital manages over GBP 300M in private litigation funding across the UK, Australia and other common law jurisdictions. As a funder, Balance's returns depend on the costs incurred by the law firms it backs. Every pre-bill and invoice needs to be checked for reasonableness, efficiency and compliance, ensuring funded costs are defensible and maximising returns to the fund.
Balance's finance team relied on spreadsheets and Excel macros to perform these checks. The approach was itself innovative, but introduced real limitations as the portfolio scaled:
- The spreadsheet-based approach couldn't keep pace with the growing number of cases and jurisdictions, with deterministic checks relying on Excel macros and formulas that became increasingly difficult to maintain and extend
- Billing data arrived in inconsistent formats across jurisdictions and law firms, each with different templates, tax treatments and billing conventions, all requiring significant manual effort to normalise
- Investment managers had no clean, consolidated view into the analysis, instead navigating multiple spreadsheets to find the information they needed
## The solution
Working closely with Balance's finance and investment management teams, **Tilt Legal** designed and built an intelligent bill review platform within Mobius. Balance's workflow runs on a rule-based system that allows them to define and maintain the specific checks applied to pre-bills and invoices, ensuring consistency across cases while retaining control over the logic as requirements evolve.
<table header-row="true">
<tr>

<td>Before (spreadsheets)</td>
<td>After (Mobius)</td>
</tr>
<tr>
<td>**Finance team**</td>
<td>Manual verification via Excel macros across multiple spreadsheets; each law firm's billing format required separate handling; identifying specific time entries related to billing issues was difficult and time-consuming</td>
<td>Automated rule-based verification that ingests and normalises varied billing formats, applies Balance's defined rules consistently, accommodates jurisdictional tax differences, and produces clean exports compatible with existing finance systems</td>
</tr>
<tr>
<td>**Investment managers**</td>
<td>Navigating multiple spreadsheets to locate analysis; no consolidated view of fee earner rates, role changes or new additions to a case</td>
<td>Clear, at-a-glance views with fee earner tracking surfaced automatically: fee changes, role updates and new fee earners are centralised and visible without manual coordination</td>
</tr>
</table>
The solution was designed to mirror existing workflows, minimising disruption and ensuring the team could transition from spreadsheets without losing familiarity.
The rule-based checks are also the foundation for Mobius's AI-powered review capabilities. Structured, normalised data and clearly codified rules give the AI layer a reliable starting point, so its analysis is grounded in the same standards the team already applies manually.
## Security and trust
Balance manages significant private funds and was appropriately careful about vetting TILT's security posture before proceeding. TILT's ISO 27001 certification provided the foundation for that confidence, demonstrating that the infrastructure meets enterprise security standards across data confidentiality, integrity and availability.
Importantly, the Mobius platform allows Balance to access state-of-the-art AI capabilities within an environment built to the security standards their investors and stakeholders expect. For a firm operating across multiple jurisdictions with sensitive financial and case data, this was a critical factor in the decision to partner with TILT.
## Impact
> "TILT understood what we were actually trying to achieve. Not just the technical requirements, but the commercial logic behind our verification process. The system they built reflects how our team thinks about cost recoverability, which is making adoption straightforward and provides a strong foundation for us to grow."<br>— Robert Rothkopf, Balance Legal Capital
> "What used to take hours per case now runs in a fraction of the time, and we can trust that the outputted data is consistent and accurate. It's freed the team to focus on the judgement calls rather than the data wrangling."<br>— William Rowlands, Balance Legal Capital
The verification workflow has consolidated previously dispersed spreadsheet processes into a single system, reducing the manual effort involved in pre-bill and invoice verification and providing investment managers with direct visibility into analysis that previously required navigating multiple files.
## What's next
The current workflow applies deterministic rules to verify pre-bills and invoice line items. The natural progression is into AI-assisted, non-deterministic analysis, where the system surfaces potential issues in a bill that sit beyond fixed rule sets.
This type of analysis does not operate separately from existing processes. It follows the same workflow, rules and standards that teams like Balance already apply across their cases. The goal is to extend the reasoning that experienced professionals bring to cost assessment into a tool that supports them at scale, so that fewer issues go unnoticed.
**Tilt Legal** continues to work with **Balance Legal Capital** to extend and evolve their workflows within Mobius, ensuring they remain aligned with the firm's growing portfolio and operational requirements.
