Administrators manage Tilt Base at [base.tilt.legal](https://base.tilt.legal). Sign in with the Microsoft account or email address Tilt Legal set up for you. Members of your organisation do not use this site: they use Tilt Base through your AI platform.
The work happens in plugins. A plugin is a set of skills your members will use, and members' AI gets every published plugin through the Tilt Base connection. Most organisations start with one plugin per kind of work. You see every skill Tilt offers here; members' AI sees only what you publish.
## Create a plugin
Open the **Library**.
- **Workflows** are ready-made sets of skills for a piece of work, such as conducting a workplace investigation, drawing a bill of costs, or transcribing and reviewing recordings. **Create plugin** starts a plugin with every skill in the workflow.
- **Skills** lists each skill on its own, so you can add exactly what you need to a new or existing plugin.
There are three kinds of skill:
- **Managed skills** are maintained by Tilt and delivered through Tilt Base. You can add your organisation's preferences and supporting files, such as a style guide, but the core instructions stay with Tilt. Members' AI keeps them confidential under Tilt's licence.
- **Template skills** are document templates. Your organisation gets its own copy to change freely; later Tilt updates do not change it.
- **Blank skills** are skills your organisation writes itself.
Template and blank skills become your organisation's own skills. Each has a **Keep instructions private** switch, off by default. Turned on, it tells members' AI to keep the skill's instructions and files confidential under your organisation's licence. It is an instruction the AI follows, not a technical lock.
Changes save as you make them. Members see nothing until you publish.
## Publish
**Publish** creates a numbered version: a fixed snapshot of the plugin. Members' AI gets it through Tilt Base on its next request, with your preferences and files. There is nothing to upload or install, so publishing is all it takes to update everyone.
## Download for your AI platform (optional)
A download holds a small launcher for each skill, with its name, description and where to find it in Tilt Base, but none of the skill itself. Added to your AI platform, it lets the platform start skills on its own when a request matches them. For ChatGPT and Microsoft Copilot, it is also how the Tilt Base connection is added today. **Download** offers Claude, Microsoft Copilot and ChatGPT, and each download includes that platform's upload steps. [Connecting Tilt Base](https://tilt.legal/docs/tilt-base/connecting-tilt-base) describes where each platform takes the upload.
Launchers always retrieve the live version, so you only need to upload a new download when you add, remove or rename skills. Your AI platform recognises a plugin by its address, which follows the plugin's name, so renaming a plugin makes the next download install as a new plugin. [Versions and updates](https://tilt.legal/docs/tilt-base/versions-and-updates) explains what to do then.
## Organisation settings
Organisation settings list your members and their recent activity, and the audit log shows each time an AI retrieved something from Tilt Base.
- **Tilt skills version.** Your organisation gets Tilt's latest skills automatically. You can choose an earlier release instead, which holds your organisation there until you choose **Latest (automatic)** again. [Versions and updates](https://tilt.legal/docs/tilt-base/versions-and-updates) explains more.
- **Licence for private skills.** Skills you keep private are licensed under this wording. It starts as a default licence in your organisation's name, and you can reword it or reset it. The same licence applies to every private skill; the rules the AI follows to protect them are Tilt Base's.
- **Transcription.** If your organisation transcribes recordings, choose the provider and models here. Recordings go directly from your AI to the provider; Tilt Base never receives them.
